Worry
In the past week, I and my shift mates have come close to using deadly force on a few occasions. Despite the rise in violent activity, the Chief has refused to hire overtime and continues to run us at mandatory minimum shift coverage, often only two guys on. We've had to request mutual aid from the nearby city once, and it took three of their units in addition to our two to get things under control.
The icing on the cake, in this instance, is that the Chief was overheard saying that we "were over-reacting," suggesting that if things do take a turn for the worst, we're going to be hung out with no support from his office.

Sounds like it is time to look for a new agency.
Big piece of advice for you right now sir - DOCUMENT DOCUMENT DOCUMENT.
Save emails referring to such. Record conversations. Keep memos.
I hate to say that, but it's covering your own butt - if things go bad you can show you made the effort to get help & the administration dropped the ball. And, heaven forbid, if someone gets hurt, you have documentation on the civil side to keep from getting screwed.

We called it CYA....and you can never have ENOUGH of it, trust me!
Now, if only you can find out if your chief is padding HIS paycheck by limiting resources....and CYA in THAT process.

CYA goes without saying (yet I just said it.....go figure.) I recently had a captain order me to write up two officers that ran 105 mph to get to an officer than needed assistance.
I told the captain to put that order in memo form and I would do it. I was asked why I wanted it writing. "Well, when you set a speed limit on officers responding to assist me when I need it, and I get hurt as a result, I'm going to take your house from you." That changed the captain's mind rather quickly.
All I can say is I hope working conditions improve for you soon.

I'm lucky to have a big enough city that we have more then 2, but we are at minimum all the time.
