Attention grabber
There are a multitude of ways to "flag down" or get an officer's attention.
First, the good:
First, the good:
- Waving your arms to a passing cruiser is acceptable, especially in emergent circumstances.
- Saying "Excuse me" is also okay.
- A quick wave isn't bad, but really ineffective. Normally I'll give you a quick wave back and keep going.
Now the bad:
- Whistle at me like I'm your dog and I'm ignoring you.
- Shouting "Aye, Yo!" is going to get you ignored as well.
- Finally, blaring your horn at me as I pass you in the opposite direction will only get you cursed at.
If I do happen to give you my attention after being so rude, don't be surprised when I'm not thrilled to give you directions. The World does not revolve around you and doesn't have any plans in the foreseeable future to start you asshole.

Damn fine guidelines...
And by God...they DO work (those that don't, won't, for the reasons you stated...it's called RESPECT)
When it comes to RESPECT, I like to tell them "When you start GIVING some, you might start GETTING some".
And I KNOW that your LAST sentence MUST be directed at ALL MY "neighbors"...lol.
(at least it sure SEEMS that way, by the looks of THEIR "universe")

as a school bus driver, i;'ve had a few incidences where i;ve had to drive directly to the police station. I couldnt leave the kids as they were about to get reaaaallly ugly on the bus and i needed enforcements like NOW lol... so i did beep the horn. i hope it didnt annoy the early morning police officers too much.
It was one of those situations... either A. drive to the school and wait for all hell to break loose,
or
b. drive to the police station and let the wonderful men in blue sort it out.

In that case the horn is acceptable. But following me around, leaning on the horn because you can't find the local Arbys? Sorry.
